Role
Who you are
- Must be admitted to the bar and in good standing, or otherwise authorized to practice law (e.g., registered in-house status), in the state where the position is located
- 15+ years of legal experience, including significant in-house leadership experience, ideally within healthcare, health tech, or another regulated industry
- Demonstrated experience building and leading a legal function—including compliance and privacy programs—from the ground up
- Proven experience advising C-suite executives and/or a Board of Directors on strategic, legal, and risk matters
- Experience managing and developing legal and compliance team members
- Passionate about improving healthcare for underserved communities

Desirable
- Prior experience serving as General Counsel or Chief Legal Officer at a healthcare or health tech company

- Experience overseeing cybersecurity or information security programs within a technology company
- Experience supporting capital raises, board governance, and equity administration at a venture-backed company

What the job involves
- As Waymark's General Counsel, you will lead the legal function and serve as a core member of the executive leadership team, partnering directly with the CEO and Board of Directors on the legal, regulatory, and strategic matters shaping Waymark's mission to transform care for Medicaid populations
- You will own corporate legal, commercial contracting, privacy, compliance, and cybersecurity, building the systems, policies, and team needed to scale a healthcare technology company operating in a complex and rapidly evolving regulatory environment
- You will lead and develop a growing legal and securities team while continuing to build out the function as Waymark grows
- You should be energized by the opportunity to shape legal, compliance, and security strategy at the executive level, translate complex regulatory requirements into practical business guidance, and build durable infrastructure from the ground up
- Executive & Board Partnership: Serve as a trusted advisor to the CEO, executive leadership team, and Board of Directors on legal, regulatory, and enterprise risk matters, including equity, financing, and corporate governance
- Legal Function Leadership: Build, lead, and develop Waymark's legal team, establishing scalable processes and systems as the company grows
- Corporate & Commercial Legal: Oversee corporate legal matters and commercial contracting of the highest complexity, including value-based care agreements, vendor and supply agreements, and strategic partnerships
- Healthcare Compliance Program: Design, implement, and oversee a comprehensive compliance program addressing HIPAA/privacy, fraud, waste, and abuse (FWA), the Stark Law, the Anti-Kickback Statute (AKS), and other state and federal healthcare regulations
- Privacy & Data Governance: Own Waymark's privacy program, ensuring appropriate policies, controls, and cross-functional practices for handling sensitive patient and member data
- Cybersecurity & Information Security: Oversee Waymark's information security function, partnering with technology teams on security policy, incident response, and vendor risk management
- Enterprise Risk Management: Establish and manage enterprise risk management protocols tailored to a scaling healthcare technology company, proactively identifying and mitigating legal, regulatory, and operational risk
- Strategic Business Partnership: Provide clear, practical, and creative legal guidance to stakeholders across the business, often under short timelines and amid ambiguity
Our take
Over 80M people in the US receive healthcare coverage from Medicaid (a number that continues to grow), yet care is delivered through a highly fragmented network of independent primary care providers (PCPs). These providers often lack the infrastructure and coordination needed to effectively manage complex, high-need populations.
Waymark is addressing this gap by building a tech-enabled care model that combines data infrastructure with embedded clinical support. Rather than acting purely as a software layer, the company partners with health plans and PCPs to both coordinate and deliver care, deploying teams that include community health workers, pharmacists, care coordinators, and behavioral health specialists. Allowing Waymark not just to facilitate communication (e.g.. between doctors and pharmacist managing a diabetic patient's medications), but to actively support ongoing care.
A core part of Waymark's approach is using predicative analytics to identify "rising-risk" patients, those who are not yet high-cost but are likely to become so without intervention. By intervening earlier, the company aims to prevent avoidable hospitalizations and improve long-term outcomes, effectively expanding provider capacity for underserved populations.
Having now moved beyond early pilots, Waymark is scaling through value-based partnerships with Medicaid managed care organizations, working across tens of thousands of patients. While challenges remain in translating proven models to national scale, growing alignment among payers, providers, and policymakers around improving Medicaid outcomes provides strong tailwinds for continued adoption.
