Threat Intelligence Analyst, QuantSpark

• At least two years of experience in open-source intelligence (OSINT) work and thorough knowledge of best practice tools and techniques
• Professional experience in working with graphic, violent, or upsetting content
• Demonstrated knowledge around terrorist/violent extremist use of technology and the internet, and/or digital exploitation by hostile actors including within other online harms
• Excellent intelligence writing skills and proven experience with outlining and analysis complex findings according to intelligence standards, such as the use of a Probability Yardstick or BLUF methodology
• Passion for and commitment to TAT’s mission to save lives by disrupting terrorist and violent extremist use of the internet and upholding human rights
• Right to work in the UK and ability to work from our office in central London 2-3 times a week

Desirable

• We are seeking to expand our team of threat intelligence analysts and are looking to hire a threat intelligence analyst with an interest in data analytics and technical tooling to help scale our efforts to monitor and disrupt terrorist and violent extremist exploitation of online spaces
• The role will involve OSINT investigations, threat analysis work, and extensive collaboration with software developers to guide product development and maximise utility for Tech Against Terrorism’s disruptive mission
• The role also involves harnessing the data-driven nature of the TCAP to spotlight trends in terrorist use of the internet, identify areas of interest for TAT threat mapping, and provide an evidence-based assessment of contemporary internet exploitation
• The role is well suited for candidates with a background in cyber security, counter terrorism, other online harms work, and with previous experience in open-source investigative work
• We are interested to hear from candidates with a keen interest in our mission and who are specialised in various areas relevant to understanding and countering terrorist use of the internet, including but not limited to: counter-terrorist financing; disinformation; misuse of internet infrastructure; messaging apps; web scraping; OSINT techniques and tooling
• Monitor, investigate and analyse emerging terrorist and violent extremist activity online through open-source intelligence work, following our operational security and incident response procedures and using your expertise in best-practice OSINT approaches and tooling
• Respond in real time to ongoing and emerging terrorist incidents with an online component and alert them to tech platforms and relevant national authorities
• Produce short-and-long-form analytical reports based on our findings, usually by harnessing data from the Terrorist Content Analytics Platform (TCAP)
• Guide the creation and maintenance of monitoring and evaluation schemes to ensure the integrity and utility of TCAP data
• Actively contribute to the further development of Tech Against Terrorism’s innovative technical approaches to online counter terrorism work and strategic priorities in response to the emerging and changing threat picture, as well as actively developing our OSINT capabilities
• Collaborate on projects as part of our cross-functional team of OSINT, research and policy analysts, developers and engineers, and communications team
• Project manage strategic projects and initiatives to disrupt terrorist and violent extremist use of the internet and provide capacity-building support to tech platforms and governmental actors, including resourcing, budgeting and reporting
• Contribute to TAT’s outreach and fundraising efforts by putting forward proposals for strategic work and advocating for partnerships with our broad network of stakeholders
• Liaise with and provide support to a variety of relevant stakeholders, including tech platforms, regulators, governmental agencies, funders, intergovernmental organisations, and researchers
• Represent TAT’s work at high level conferences, and influential strategic stakeholder engagements online and offline
• Contract: Full-time, 1 year with the option of extension pending project funding
